Dear Sirs/Madams,

I have the honor of informing you that Saint Petersburg, Russia has been chosen as the venue for the l6th ITF Taekwon-Do World Championship at the 17th ITF Congress held in Sloveniain 2007, where more than 15 countries had seriously competed to achieve the honor to host this greatest Festival in their countries.

This honor has fortunately gone to the St. Petersburg Taekwon-Do Federation with Master Michael Shmelev as its President.

Master Michael Shmelev is in a deep experience in this respect and has already demonstrated his capability and capacity in the past years to organize this kind of festival at the top level, therefore, he has been acclaimed fervently, exclusively and unanimously by all the participants in the Congress.

This significant event would be held in St. Petersburg on 12-20 Oct. 2009 and it has been reconfirmed at the 18fr ITF Congress held in Tashkent, Uzbekistan this year.

Through this opportunity, let me kindly ask for your favor to render the possible assistancesand co-operations to Master Michael Shmelev so that he could servo your peoples andcountry one more time as the Son of Russia.

In conclusion, I can assure you that this Taekwon-Do World Championship would definitely contribute to promoting and intensifring the spirit, mind and physical conditions of your peoples as having done before.
